National Health Laboratory Service (NHLS)

The NHLS is a national public entity established in terms of the National Health Laboratory Service Act, No. 37 of 2000, governed by a Board to provide quality, affordable, and sustainable health laboratory services, training, and research. It was established in 2001, by amalgamating the former South African Institute for Medical Research (SAIMR), the National Institute for Virology and the National Centre for Occupational Health. It is managed according to the provisions of the National Health Laboratory Service Act, the NHLS Rules, and the Public Finance Management Act (PFMA), No. 1 of 1999 (as amended).

Through its countrywide network of quality-assured diagnostic laboratories, the NHLS is the sole provider of diagnostic pathology services to over 80 percent of the South African population. It also provides surveillance support for communicable diseases, occupational health and cancer..

The mission of ARC-OVR is to provide scientific support for Veterinary Services in effective risk management for quality of life for all in South Africa. The ARC-OVR strives to deliver world-class veterinary research in providing scientific support. Research activities focus on the development and improvement of vaccines and diagnostic tests, applying the latest molecular biological techniques.

OVR promotes animal health and welfare by providing an effective and efficient diagnostic service and producing vaccines against Foot and mouth and tick-borne diseases. OVR is the collaborating centre for both the Office International des Epizooties (OIE) surveillance and control of animal diseases in Africa and the Food and Agriculture Organisation (FAO) of the United Nations for the emergency preparedness for transboundary animal diseases for Africa.

Organ Donor Foundation of Southern Africa (ODF)

The ODF is the national umbrella body for the promotion of organ and tissue donation. We actively plan and implement education and publicity programmes that are designed to raise awareness of organ and tissue donation with the aim being to prime individuals towards consent.
The ODF is not a medical organization and plays no role in the allocation, or procurement, of organs. We receive no funding from government and rely entirely on our own fundraising initiatives and generous donations from corporates and individuals to support our work.


The Foundation has two main focuses:

  1. To raise awareness amongst the entire South African population about the need for, and the benefits of, organ and tissue donation and transplantation.

  2. To educate medical professionals, in both the public and private sector, about the transplantation process. We aim to motivate medical personnel to consider organ and tissue donation when assessing brain-dead patients and help achieve a more efficient referral system, so that more life-saving organ transplants and more life restoring tissue transplants will be performed South Africa.

We also administer an Emergency Flight Plan, which pays for the transportation of vital organs from outlying areas to transplant hospitals if sponsored flights and/or funding is available to do so.

Mine Health and Safety Council (MHSC)

The Mine Health and Safety Council is a national public entity (Schedule 3A) established in terms of the Mine Health and Safety Act, No 29 of 1996, as amended.

The entity comprises a tripartite board represented by State, Employer, and Labour members under chairmanship of the Chief Inspector of Mines. The MHSC is funded by public revenue and is accountable to Parliament.

The main task of the Council is to advise the Minister of Mineral Resources on occupational health and safety legislation and research outcomes focused on improving and promoting occupational health and safety in South African mines. The Council also oversees the activities of its committees; promotes a culture of health and safety in the mining industry; arranges a summit every two years to review the state of occupational health and safety at mines; and liaises with the Mining Qualifications Authority and any other statutory bodies about mining health and safety.

Natal Institute of Immunology (NII)

As part of the Natal Blood Transfusion Service (NBTS), the Natal Institute of Immunology (NII) was founded to expand the science of immunology, with particular reference to its application in clinical and preventative medicine. Originally located on the 3rd floor of 149 Prince Street in Durban, the NII used extensive NBTS experience to develop the expanding science of immunology for the benefit of humanity. In 2000 the NII combined the Immunochemistry and ELISA Production Units to became the newly defined Biotechnology Division which was incorporated into the NBI.
